The Department of Floaters, led by the Floating Hyacinth, is a sort of storage department for those agents who have not yet specialised in killing a single type of badfic — either new agents, or simply those who wish to cover all aspects of bad writing in their work. Its agents are known as Floaters.

Most people, agents and Boarders alike, assume that it is the largest and one of the newest departments. However, neither is actually the case. As of this edit, the DF is the second-largest Action department in the PPC with about 150 known agents; the DMS still takes the lead with about 270 known agents. Also, recent evidence indicates that its existence stretches back at least to 1996 HST, when April Halloway was transferred to it. It is probable that it was a very small department at this time, and may indeed have been shut down for a time following the Reorganisation and Agent Halloway's transfer.
