The Department of Floaters, led by the Floating Hyacinth, is a sort of storage Department for those Agents who have not yet specialised in killing a single type of badfic -- either new Agents, or simply those who wish to cover all aspects of bad writing in their work. It is probably the largest Department in the PPC.
Most people, Agents and Boarders alike, assume that the Department is also one of the newest. However, this is not entirely accurate. Recent evidence indicates that its existence stretches back at least to 1996 HST, when April Halloway was transferred to it. It is probable that it was a very small Department at this time, and may indeed have been shut down for a time following the Reorganisation and Agent Halloway's transfer.
